According to the Legislative Budget Board (LBB), appropriations voted on by the 83rd Legislature for state government operatons for the 2014–2015 biennium provide a 11.9 percent  increase over the 2012–2013 budget.  All funds in the chart immediately below are in millions.

The State of Texas received $32.9 billion in federal funds during the fiscal year ending Aug. 31, 2012. Federal funds accounted for 34.8 percent of total net revenue, the second largest source of revenue. The chart below includes federal pass-through funds that are received by the state and passed through to other entities administering federal programs. Direct federal grants to local governments and state universities are not included in this chart.
